SCOPE
It is essential to determine on the subject and
time scope relating to the committee strategy document. Naturally,
limits of dealing with the Women Affairs Committee will conflict
with most, if not all, of development sectors in the country.
Therefore, and in order to avoid overlapping between the
committee's strategy with the other sectorial strategies, the
scope of powers in this strategy must be clear.
In identifying the scope of committee strategy, the committee's
competency is the main reference. In the resolution establishing
the committee, its competency was left without details1, which
indicates that the committee must perform roles that do not
conflict with the competencies of other state agencies in respect
of women. This, in turn, confines the committee's competency into
two major roles:
- Creating the major framework organizing the issues of women,
family and children, thus avoiding conflict with what is provided
to women, family and children by other sectors of the society.
- Organizing representation of the State of Kuwait abroad (to
conferences, seminars and events relating to women.)
The committee's time strategy commences from 2005, i.e. upon
approval, and continues on the long term. The strategy tackles
issues and problems with social, cultural, economic and structural
dimensions, which can not change within a few years, i.e. in the
medium term. It is required to translate the strategy into
five-year and annual plans, which should be regularly reviewed to
cope with the new developments and future changes.
