Over the past few years, several parties on the intellectual and formal arena have drawn some observations and ideas about the strategy of addressing the issue of women. Among those ideas a number of issues emerged to constitute special challenges, which should be addressed y the strategy makers as the majority of studies revealed. Those issues are divided into three major divisions:

Major issues of the special position of women in Kuwait.

- The high levels of educational and cultural positions of women, which make them capable of performing effective roles in the various aspects of living in the community.

- The Kuwaiti women maintain the larger portion of life in the civil society. Women outnumber men by threefold in higher education. Currently, they account for the majority in the civil service sector. In addition, they began to penetrate the middle management positions in great numbers, and are expected to occupy top management positions in the government bodies in the future.
